1084S-D problem, possibly bad capacitors.

Hello everyone, I am having a problem with my Commodore 1084S-D monitor.
It has a blur problem that slowly comes after a few minutes, then the blurr extends to about a quarter of the screen. The blur shakes the top horizontal of the picture, almost like a verticle fold-over. I sort of don't know how to describe it. A photo is attached below showing some of the blur. I believe this is a vertical fold over caused bad capacitor at the vertical output circuit, but I think I'm wrong. I am going to get the CRT discharged by a friend today who works with oscilloscopes, then I can look inside it. In the photo below I am a source from tv, as I do not have the time to hook up my c64, or Amiga (on a working monitor).
