The enhancer kit, if I recall properly, was the set that had the 2.x version kickstart ROM and the workbench disks sets
Enhancer was what they called the 1.3 upgrade, it consisted of the workbench and kickstart 1.3 disks. I guess they had a load left over as they included the kit in the a500. I've only seen it in that form, so I don't know whether you had to buy the rom seperately. The a500/a2000 only shipped with 1.2 prior to that and the difference between kickstart 1.2 & 1.3 was mainly the fix for autobooting hard drives, so it may not be worth upgrading the rom. Your a1000 however could be running on anything from pre 1.0, so they had to include a disk.
I don't remember workbench 2.04 being sold in a kit. AFAIK the kickstart 2.04 roms that were sold by dealers came from commodore as spares for the a500+/a600 & at least as first they weren't supposed to sell them for upgrades (even though they did).
Workbench 2.1 probably didn't have a rom either, but the dealers bundled it. Commodore didn't care at this point as there was a legitimate reason to buy a kickstart 2.04 rom.
The same happened with 3.0, new machines come out first and then the next revision was an upgrade. You could run 3.0 on an a500, there were a couple of bugs when running with OCS but IIRC one of the setpatch revisions dealt with that (even though there was no official way of running it).
