Does the drivers for the card need to be installed  for card to show a screen?  Can I use the RGB cable with a gender changer to the card (9 pin to 15 pin)and other to monitor

Well, if you haven't already smoked the PicassoII card, the correct installation cabling would be to run the Amiga 23pin RGB out to the PicassoII's 9pin input and then run the PicassoII 15pin output to either a multisync or vga monitor.
How are you helping the Amiga community? :)

This card has 2 15 pin inputs NO 9 pin inputs, Should the card work without drivers installed?

The card is ALIVE   had to make my own cable 9pin to 15 pin
and replace resitor.
