I contacted sceptre a while ago. I did find the specs on the internet. But had to be sure...

I've a simple solution, buy a Samsung Syncmaster 2023MW.

It has the following connectors: HDMI, DVI-D, VGA AND RGB, S-Video, composite video, component video.

But have you seen the Syncmaster sync to 15KHz horizontal input from the RGB connector?

15khz is the normal PAL and NTSC frequency, so yes it would function since on the Samsung you can connect a dvd player or vcr to it.

DVD players and VCR's do not have RGB outputs, that is why I asked if you had actually seen it sync up to an Amiga RGB output. The PAL and NTSC comp and s-video inputs may be internally scan-doubled, but not the RGB input.

In my country dvd players and vcr's do have rgb outputs, they are called SCART connectors but they output RGB signals. Since the Amiga outputs RGB all you'd need is a Amiga to scart cable. I realized too late you're located in the USA, so you might need to find a USA model with the same specifications.
In theory, any LCD TV should work, and PC LCD monitors with a tuner build in (so called hybrid monitors).

That's because you need 15 KHz HORIZONTAL sync and 50 Hz VERTICAL scan.

Cool, looks like your standard video gear uses RGB and is much higher quality than what we have over here! Unfortunately, they don't seem to send the good stuff here - I've never seen anything supporting inputs like that or even seen any ads. Friends here using LCD's on an Amiga either have to use the comp/s-video input which looks as crappy as it always has on CRT's, or use a legacy scandoubler for the VGA input.

Whilst in the USA I purchased a $29 dvd player from soon to be defunct CompUSA.  It had RGB connectors...

Also remember modern TVs are all multi-system, they just plug different tuners in them depending on destination.  It was the god awful tube based things that forced you had to make a choice.

So, Does anyone have some LCD monitor models that are sold in the USA that do sync to 15Khz on a port I can connect the Amiga RGB output to?
