PAL Boot Program

Bought a bulk lot of used disks and it has a neat little disk labelled PAL Boot...

I am assuming that this will boot an NTSC Amiga in PAL mode? Haven't tried it out yet...

Anybody heard of such a thing? Does this really work?

If you have a Fat Agnus then yes it will work.  All you need is a program to do it in WB too.  Nothing special.  Some tools like Degrader do that and more to get games to work.  See Aminet!

Sure it works.  Just be sure you have a PAL capable monitor such as the 1084S and use a boot pal utility.  If you have an AGA chipset system, the Degrader utility mentioned above is an excellent tool to get the old software running.
