All unclick utils work the same way.
Starting from Kick2.0 it's even part of trackdisk.device (a simple bit flag that just needs to be set): to check an empty drive for an inserted disk the heads need to be moved/stepped. By standard this works by stepping them up, and down, and up, and down, thus producing the sound.
Since this really is a bit dumb, more intelligent drives were 'invented' that could be stepped down all the time and then, on track 0 just magically stop when the track 0 sensor tells the drive there's no way to step down any further. However, some drives are too stupid and in this mode will step against 'track -1' all the time - as orange stated, this won't prolong their life. There's no way to unclick them other than replace them.
