Serial Connector on my 4000T is Missing +12V!! :-(

Im sure the subject says it all huh??  Tested all other ports(all good) and my Serial connector seems to be missing the +12v.  Could my Audio Video module on my 4000T be bad or is my motherboard shot..or is it just a power supply issue?  I tend not to think the Power Supply is bad because I have 12v at other places on the computer!!  I think something went bad!  
Has anyone else had this or similar problem with their AMIGA computer??
I would like to know.

half dead CIA, or leaking capacitor.
Amigacenter can fix it.
