CIAA TOD expect 16 ticks fail with Amiga Test Kit 1.5

Couple of days ago I was testing my Amiga 1200 with Amiga Test kit 1.5.

I was testing the CIA Precision Timers.

I got a CIAA TOD expect 16 ticks :10149055 -> fail

Is my CIA chip broken?
