Everybody is free to make a new skin from scratch which looks similar to MorphOS skins. Simply "stealing" a MorphOS skin and changing a few pixels is illegal, however. If you own a valid copy of MorphOS and do this on your home machine, this is fine. But as soon as you distribute this work, things get very serious.

It is NOT freely downloadable. There once was a VisualPrefs skin on AmiNet which was based on ripped graphics, but this was removed very soon after it had been uploaded.

It does in no way look as good as the original window skin. You simply cannot take the MorphOS skin and try to make it work on the old AmigaOS. The skinning system of MorphOS is quite a bit more complex than what you can do with the current releases of VP/Birdie. The "AnuFerox" skin that was uploaded to Aminet was a "nasty hack" which I personally would have never released. It simply looked unfinished and provisoric.

I hope you will only release your icon pack until you have actually got the permission from all respective copyright holders. Everything else would be unfair.

Good intentions are no excuse. Imagine someone takes a number of scene demos, rips the graphics, songs and disassembles big parts of the code. Then he takes all these elements from different demos and randomly merges them together into one new demo which he releases without asking the original authors to the public under his own demogroup label. Even though this person might argue "But I have only done this, because there are not enough 68K Amiga demos anymore and I wanted to give all Amiga fans out there something to watch", it should be quite obvious that this would be one of the biggest signs of disrespect towards the original creators.

Positive intentions would in now way be an excuse for this type of behaviour.

No personnal insult intended, but if you had really drawn a bunch of icons from scratch you would not dare to say this ever again. If it really would be the same work, I wonder why you did not create a new, fresh icon set for AmigaOS which only includes your art... I mean, it's the same work, right?
