If you have an original Workbench disk, move/copy  the correct keymap file from storage/keymaps to devs/keymaps, then change preferences?  If there's nothing in devs/keymaps it uses US by default I believe, could be wrong on that.

You need to likely boot from workbench disk find the disk (extras?) that has the keymap file. , left-amiga+E (execute), type cli [enter].  
 
Insert the disk w/the keymap

in the cli window type

copy Extras2.0:devs/keymaps/xx SYS:devs/keymaps/

and swap disks as prompted if you only have 1 drive.

Not sure what your disks are called, or where the file would be, but you would use the name of the disk: for the source path and SYS: for the path of the workbench disk that you initially booted with.

while in cli you can type dir to get a directory of what's on the disk obviously.

This all assumes you have a workbench disk with the necessary core files to be able to copy/launch cli, etc.

Didn't know how familiar you were with the workbench, you can always do show->all files, browse the disks and drag'n'drop where files need to be...
