Laptop memory problems

I have a Dell Latitude CPi with 128 MB - 2 x 64 MB DIMMS
The thing is rececently, it only sees 64MB of it, and as a result Win 2000 crawls. I've blasted the DIMMS and the slots with compressed air, but haven't tried cleaning the contacts with alcohol.
Do DIMMS just stop working like that?

I've just thought, I should swap them and thus see if its the DIMM or the slot that's buggered.

I swapped the DIMMS, machine wouldn't boot.
So I swapped them back...and guess what?

The machine doesn't boot :((((

The only thing I can think, is that I fried the chips with static
