Does anyone know the name of the cartoon in that YouTube clip where the evil guy comes inside the house and pops the balloon man?

Thank u so much. I used to watch it as a kid. I loved it when I was a kid, hehehe. I used to dream as a kid about a planet filled with ballloon creatures and plants and even houses hehe and I would go there and pop them just like the cartoon and I get all giddy heheheh.
