graffiti card what does it do

Individual Computers: Graffiti

Does anyone know what this does and will it improve amiga display?
Also does it act like a scandoubler?

I want to buy one of these if anyone has one to sell.

Looks like the seller might just get a good price for this little beauty...

I'm not gonna bid on it , got other stuff I need to get first.
