Do you get any error messages starting AmiTCP?
There should be a line in the AMITCP:db/interfaces file mentioning 3c589.device. Is this present?
A useful utility is comm/net/sanautil.lha from Aminet. If you run this with the status option it will show if the device can see the card properly.
