So many 18 to 22 Y/O dudes I see around this area are dressing like that.

From the way you word it, its like an 80s rival. Don't you remember that band 'Flock of Seagulls' ? The 80s were rife with guys with spikey hair, womens blouses, and stupid coloured T shirts with logo's on them...
