Was it so that 3.1 has a CD.device ?? it is poor but works?
But I ques that you need to download dc filesystem with PC and use 720kb disk to transfer it to your amiga.
But IdeFix isn't you only possibility
OS 3.5-3.9 has a scsi device wich works wit IDE cd roms
