I don't agree - ATM OS4 appears to be fairly complete on the CSPPC, with the A1 version behind. While I know nothing about making OS4, I'd imagine that there's no way that they can get an A1 version done before the CSPPC one - so surely they'd release that first to prove that its not vapour?
About the PowerUP boards being old - remember that there are quite a few people who wanted OS4 68k :-)
