When we are talking about "wanted stuff"...is it possible to get a ClassAct 2 package that is smaller than 400kb?
IIRC NewIcons just uses ClassAct for the configuration windows so I'd have thought you'd be able to use NewIcons without it - just that it'd be impossible to change the options or change your icons to NewIcons :-P . Why don't you want to install ClassAct?
