GVP G-force '040 Question

Okay, I have like a very Slight Issue  with my GVP G-Force '040 I'm trying to use in my Amiga'2000.

I put it into the CPU Fast slot, then plug the fan into the power (no issue with fan) and turn on my Amiga.

First the amiga doesn't boot.
Then it doesn't start up any activity on the floppy drives, they don't look for disks or nothing.
then it miraculously fails to do anything except act as a gaint dust filter.

I've tried messing around with the jumpers, but i'm not sure what could be causing this. I'm pretty sure it's getting power as the '040 becomes nice and toasty (no burning smell though) the floppies should be getting power, he fan connects into the bigger kind of 4 pin connector, and it gets power.  the Harddrive doesn;t boot up either, and it has its own power zource from the Zoroo 2 slot. I've also tried the card without anything else installed, same results.

Anyone here can help? Anyone know what the 3 pin open jumper labelled pwr (power?) that's by the processor do?

I tried it with it jumpered to have SCSI disconnected nad nothing attached, no luck. right now, the hard drive I have is on an old Series 2 controller (the kind without any RAM)
