You would want the plain version, without directory caching and without the international mode enabled.
Now this may be getting difficult at this point, but for the FastFileSystem to work under Kickstart 1.3 you have to put the original FastFileSystem file that shipped on Workbench 1.3 into the hard disk's configuration data, as stored on the disk by the HDToolBox command.
You can recognize the original FastFileSystem by its size (it should be less than 20 KBytes in size, if I remember correctly) and entering the "version file FastFileSystem" shell command should show you a version number in the range 34 to 35 (I do not exactly remember which one). If your FastFileSystem file is much larger than 20 KBytes, or the version number shown is in the range 37-40 (or higher) then it cannot be used under Kickstart 1.3.
If you partitioned your hard disk under Kickstart 2.x or 3.x then HDToolBox will probably have put a version of FastFileSystem on the hard disk which will not work under Kickstart 1.3. You should check, remove the new version if necessary, and replace it with the old Kickstart 1.3-compatible variant.
Note that these check/remove/replace operations need to take place within the HDToolBox program, which manages the partitioning process. This is definitely not the same as copying the FastFileSystem file to a partition.
