Anyone had any experience with this?

They've had things like that floating around here in the 'states for a few years.  All it does is do some data stream compression and cache a hell of a lot of stuff so things "appear" to go faster.  That "Speeds up 70% of internet use" means text and some images, but not files.  Files will still crawl, so it's not like you're suddenly going to be moving huge chunks of data (say, a Linux distro ISO) at breakneck speeds.  I looked in to it when I was poor and wanted some sort of broadband (I have cable based broadband now), but ultimately it isn't all that.
Back away from the EU-SSR!
