While it would be nice, don't hold your breathe. PayPal is a convience, and the seller has to pay for the convience.

The fees are no different than accepting a credit card via a merchant account, the the fee amounts are almost identical to the percentage a merchant account deducts. In the US it is illegal for companies to charge a surcharge for buyers using credit cards. AFAIK PayPal isn't regulated yet, but it will be eventually and this law will prbably apply to it also.

I have some major issues with PayPal, but the fees are just the cost of doing business.
