To turn on an ATX power supply, jumper pin 13 (black wire) to pin 14 (green wire).  Look at this page for some pictures:

However, before you turn the PSU on, make sure it has a resistive load on each output!  You only need one per voltage.  If you don't put a load on it, you may damage the PSU.
