What is this? A spy?

This picture of what looks to me like a guy behind a wall, holding, maybe a camera, is being shown everytime I talk with other countries. I always wondered what it was.

Wait a minute, there are no such thing as a spy in Civlization ECS. Only diplomats. Are you saying if I had a diplomat in my city, this picture would not be shown because the diplomat would prevent another country from sending in a spy?

Yeah, that's about right. I love the setting of a big city feeling stretching across six, seven real map countries. LOL
By placing cities with two squares apart it creates a fence like border.
