Some US states have different minimum wage and that is broken down to tip and non-tip hour wages. Non-tip wage is $7.21 @ hour, if you receive tips, it drops to $4.19. By all means, if the server isn't doing their job (and it's clearly their fault and not kitchen's staff or just plain busier then all heck for them), don't tip.
