I have 2.1, it was targetted at the OS3.5 release. I dare say theres a OS3.9 update but I haven't seen it.
I'm pretty sure there are system includes with/available for gcc without having to get the dev CD.
However, as a source of OS 1.x-3.x information it's indispensible anyway.
