What about Moneygram or similar things? It allows instant transfer of money which can be picked up by showing ID I think (probably not very cheap).

Try Globalfreeloaders or Couchsurfing. That might get her a place to crash for the time being.

With Moneygram she doesn't need anything, just ID. You or some other friend/relative can send money, which she can claim instantly at a Moneygram office.
