You're not wrong, but that is doable via crossdos, which is a device (pc0) allowing you to read pc floppys in your amiga. It's on one of your workbench disks. Probably the storage one.

Yes, it is very easy to setup.
No, it's probably not included with an ethernet board. You'll need (want) either miami (deluxe) or genesis. Miami can't be registered anymore, so you can only be online for 30 minutes at a time.
Genesis comes with os3.9 (and possibly 3.5) and is afaik not sold seperately.
