Not sure how much ram you have, but you might be able to copy the adf to ram, along with the adf to disk program and create disks that way.
Not necessary. I use Amiga Explorer, and you can copy the adf image directly to disk, (also NDOS disks).
You only need the standard workbench 1.2/1.3 disk for it.
