It's a hard drive image, not a floppy.
You'll want to select the 3.1 configuration and load it.
Then go to the hard drives section of the launcher and add Louie's hdf file as another drive.
Edit: save this configuration as a new name so you don't have to do it again.
Then launch the emulation.
