I use it mostly for games, which works great. For workbench the following modes work well:
PAL: High Res 640x256
PAL: High Res Laced 640x512

The key is that for the screen mode to use frequency of 15.60 kHz - that's the only frequency the VGA converter accepts. All the double frequencies do not display correctly - only portion of the screen shows, the other half of the screen is outside of the viewing area. For workbench though you don't need any converter, simply select one of the NTSC or Productivity modes and connect directly to US monitor. When playing games though, you would need to change the VGA connection to use the VGA converter. Since I mostly play games, I leave my Workbench set to 640x256 - it's sufficient for copying files and launching WHD games.

The other option is, which I also have, is to use SCART to HDMI converter. I use this one: http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=220627406853&ssPageName=STRK:MEWNX:IT
with my Plasma TV that has PAL and NTSC HDMI input. You can also use it with US monitors that accept PAL HDMI input. I believe Dell monitors may support it.

Don't know if ts the cable or the converter box. I'm switching to a SCART to HDMI and ordering another scart cable from another vendor.

I have the same SCART cable from the same vendor and it works great with my HDMI converter.
