Do I need to install Linux first if I want the latest and best version of AROS? I have a blank machine and the DVD docking station so is it OK to just boot a CD and install the latest most feature rich version from there, are we there yet?

No Linux needed. As some have mentioned download Icaros (1.2.2 is the latest) and boot. Right on the Workbench there will be an "Install" icon. Use that to install to your harddrive.
