The CPU speed rating is the speed Motorola guarantee that this particular CPU will handle. What speed you decide to run it on (determined by the crystal oscillator) is entirely up to you. You can e.g. run a 66 MHz rated chip on 50 MHz, or vice versa. But overclocking (running the CPU at a higher speed than its rated speed) voids your warranty, may damage your hardware and may shorten the life expectancy of your CPU.
