What speed you decide to run it on (determined by the crystal oscillator) is entirely up to you. You can e.g. run a 66 MHz rated chip on 50 MHz, or vice versa. But overclocking (running the CPU at a higher speed than its rated speed) voids your warranty, may damage your hardware and may shorten the life expectancy of your CPU.
