No, you dont have to. You can install filesystem to RDB making copying fs handler to L: redundant. You dont have to uses SFSFormat command unless you wish to use special options (.recycled enabled/disabled/visible, case sensitive file names) and you can copy command anywhere you want. But you can use standard Format dialog from Workbench to initialize your disk and go with defaults.
