Russia is not in the European economic area. Within Europe (with exception of Norway and Switzerland) there is no need to fill out any customs forms. In contrast, Russia has no free movement of goods from Europe over it's borders. Therefore courier companies do not class it as Europe.
I forgot to add to the list above Canada, Turkey, Mexico and Hawaii (USA). There are quite a few X1000s scattered over the globe
