Not the reply you expected, but here Thomas explains the memory requirements for partitions.
I used to be ELPfan in a previous incarnation!

And this bit

"Each partition needs "Number of Buffers" * "Buffersize" bytes of memory"

describes the exact mem reqs.


And this bit

"that the FileSystem program needs"

tells you which part of the OS is responsible.

Fairly relevant, really.  ;-)
