Maybe. But if it does, then only on graphics cards that support draggable screens by hardware. And the CV doesn't AFAIK, so it doesn't matter.
Are you quite sure it's by hardware?
No PC VGA chip really supports it by hardware..
At least it doesn't look anything like the Amiga's hardware screen dragging - if the screens are at a different res, they'll still be displayed with the front screens res and depth, thus looking very ugly. (either too wide or too narrow and with sometimes with interesting colour effects :-)
