I know that Hollywood supports photo editing features including sepia tones and conversion to greyscale. Doing your own filters would be simple as well. The only downsides I can see are that the graphical front-end is a separate purchase, and a graphics card is required. The cheapest solution would be a RasPi but the graphical front-end, Hollywood Designer, is Amiga-like only.
