I think most of the programs that load GIF images use gif.datatype which is included in AmigaOS 3.5 and newer.
BTW, IFF.library was replaced by IFFParse.library in Kickstart 2.04 .

akGIF.datatype
on the Aminet will do the trick on 3.1 .
-edit- akGIF will not work on 3.0 .
