Please note that this isn't a very good example of how to design a circuit.  All of the grounds are connected to each other!

Digital power grounds should be connected only to the power ground and the signal grounds on the computer should be connected to the appropriate signal grounds on the VGA connecter.

Check the documentation of the A1200 for pinout information.

HERE is a better example of how a VGA adapter SHOULD be designed.

It isn't much better but at least it uses a capacitor on the digital power subsystem.

Sure!  Just use a hex-inverter and do a double inversion instead of tying the leads of an AND gate to the input.
