WinRAR is the best program I've used on the PC to extract LhA. It's shareware, however.

There's plenty of command-line LhA commands if you want to get your hands dirty. I used to use LhaNT, have a look for that on the web :-)

...Uh, actually just realised WinRAR will only extract LhA.

I'd say for PC to Amiga transfer, use ZIP on the PC and UnZIP on the Amiga.
