Running AROS and UAE on a big Pentium PC, is that the equivalent of a PPC Amiga with a kickass graphics card?

Not quite, since no version of UAE has PPC emulation. You might get PPC-like speeds, however. And native x86 AROS apps will fly on a modern PC.

is UAE on AROS faster than UAE on Windows?

Probably, since there are lower overheads involved in running AROS than, say XP.

not sure whether its worth running AROS and UAE or Windows and UAE to create a compatible amiga clone. any advice guys?

If you don't need Windows for anything on that machine (i.e. you're dedicating it to Amiga emulation and AROS) I'd say use AROS. If you need to keep Windows on there for whatever reason, you might find it easier to use WinUAE 'cause it's easier to configure at the moment. Of course, that's not as aestheically pleasing, but it's up to you to weigh up the pros and cons of that.
