On the Cyberstorm MKIII card, running at 80Mhz, the card refuses to boot, just basically sits there without guruing. So I dropped the ram to 70ns and it works fine. Seems strange though, one would think that the higher the cpu speed, the fast ram would be required.

That's excatly how it goes. The higher the clockrate, the faster memory you need. Setting the ram speed from 60ns to 70ns compensates for the higher clockrate.
With 80MHz the final memory speed at 60ns is 60/80*50 = 37.5ns and at 70ns 70/80*50 = 43.75ns.
