I'm fairly sure that this works only for quick format. Regular format (device level) will work regardless of filesystem lock. Normal format will just ACTION_INHIBIT the drive and then use CMD_FORMAT on device level. I can't see how FS lock could stop that.

Finally, whether Lock stops ACTiON_FORMAT depends on the filesystem implementation. I doubt every filesystem does this correctly.
