Such deals are legal in Norway? Marketing like this is illegal in most (if not all?) EU countries.

It is still illegal (in most civiliced countries) and definetely morally dubious. There are laws forbidding this kind of marketing for a reason.

And this makes illegal activities ok? Just because you do it "for a good cause" doesn't make these kind of actions legal. To exaggerate: You don't rob a bank to feed starving children.

Perhaps you should not be running this magazine if there aren't enough sales to make it stay afloat?
