I can't ctrl+Amiga+Amiga to restart anymore.. any ideas?

The A1200 c+a+a reboot isn't instant. You might need to wait upto 10 seconds for the system to actually reboot (this can happen for example if some app using resethandler is stuck and doesn't respond).

Anything more than 10 seconds means something is b0rken indeed.

if an app doesn't secede after being invoked on reset, is there a possibility of infinite hang with no reset?

No. (There's this 10 second watchdog timer after which the system reset line is pulled, regardless)

i'm going to castrate the on board kb controller and patch in an amiga keyboard to the cia via the kbclk and kbdat line. This should work right?

It works. Been there, done that.
