If you want more than 4MB and a network card, you need to install an accelerator which maps it's memory outside this range (I believe, but the guru's here will correct me if I'm wrong, that all 030 accelerators do this)
Some very old early 030 accelerators didn't do it, but most do. You should check amiga hardware database before buying. Maximum memory of 8MB usually means that the board is not compatible with PCMCIA (with the full 8MB config).
