The Philips can obviously display the native modes, and in theory, should be able to display the flickerfixed - not scan doubled - native modes?

No.

So, the CM8833 can display Pal:Hi-Res Laced with flicker, but not if passed through a flickerfixer?

Correct.

You need a VGA monitor for flickerfixer.

Flickerfixer changes the signal aswell. Whether the thing works with regular SVGA monitor or if you need some 15kHz capable one depends on the flickerfixer HW.

Regardless, the end result is that flickerfixer output cannot be displayed no regular video monitor such as CM8833.
