This is technically a Scart to HDMI convertor. So why would this have less lag?

How much lag a converter has depends on how much it was designed to have.

You can create a zero lag converter if you wanted, although that reduces options for upscaling algorithms.

However it could also be cheaper if you don't need lots of frame buffer ram.

The lag is minimal on the Mega Drive however PAL Sonic The Hedgehog is laggy compared to the emulated Sonic Mega Collection version I play on the PS2 because of the hole NTSC 60hz vs PAL 50hz performance hit UK gamers had to suffer because the PAL version was never optimised and used the same code as the Japan and US versions!

That isn't lag. It's also not due to optimization, trying to match the speed would have made it look jerky.
