The problem with Buster-11 is that it does not work properly at 16MHz, as it was designed for 25MHz. (this was all explained to me by Jens Schoenfeld, so, I take it to be correct).
He may have drawn that conclusion from the evidence, but I don't know if anyone knows if it's true that commodore purposefully designed buster 11 to only work at 25mhz.
Knowing how commodore worked they may have designed it to work with 16mhz and 25mhz, but cocked it up and it only works at 25mhz. Whether they remembered to test it at 16mhz before shipping it or not.
Dave Haynie didn't think it was purposefully decided to ignore 16mhz machines.
